CRITERIA QUESTION

Does the scheme require an oversight mechanism and has defined how oversight is to be conducted?

 

RESPONSE OPTIONS

Accepted: The scheme incorporates basic elements of oversight / scheme owner requires application of ISO 17011

Not accepted: No

 

REQUIREMENTS

  • The scheme owner documents this requirement in a contract/agreement between the scheme owner and an AB or oversight body, in a separate accreditation manual or for example in certification requirements/methodologies.

GUIDANCE

  • The response option "Basic elements of oversight" should be selected where a scheme does not have a defined oversight programme that determines the frequency and type of oversight activities, responsibilities for different oversight functions, procedures to be followed in oversight, reporting requirements back to the scheme owner, and mechanisms to take account of insights gathered from oversight. Basic oversight could mean, for example, that the scheme owner requires that audit reports are reviewed on an ad hoc basis rather than on a regular and planned basis, or that auditor competence is verified through document review rather than through in-person observations.

This is a great criterion to improve repeatability between CABs!

I propose that the response option is changed to:
“Accepted: The scheme incorporates basic elements of oversight / scheme owner requires application of ISO 17011 or at the same level.”

In the “guidance section, several aspects are described and a scheme may have its own system which is much better than the "Basic elements of oversight" but not exactly the same as ISO17011.

Of course, it would require more time to assess that data so it is much more simple to just ask for ISO17011 but some systems may fail then even of the level is the same as ISO17011.
